14  Feldman-Cousins Intervals

The Feldman-Cousins construction matters most when standard recipes become unstable: near physical boundaries, at low counts, and in regimes where the procedure should switch consistently between an upper limit and a two-sided interval.

At this stage the chapter mainly fixes the ordering principle and the idea of a unified construction. A full implementation usually requires toy Monte Carlo or a careful tabulation.
